See them spin!

Mood: Nine in the Afternoon by Panic at the Disco

I was driving down CA 880 S and saw a yellow big rig (w/o it’s cargo trunk) with spinners but the spinners weren’t all spinning. Can anyone tell me what the purpose of spinners are for and especially if they aren’t working properly?
